OPIRG Provincial had established a York Campaign to set up a new chapter at York University. Despite the high level of support and donations, their plan to submit a referendum proposal to York's Board of Referendum Commissioners in February 1990 was deemed to be futile due to rising student fees, lack of support from York administration, and the inability to create a large base of student support at the time. The resulting decision was to create and Expansion Fund and continue their efforts to create a York chapter at a future time.
